A property in Cleveland with 40 cats and 27 dogs was flooded during Hurricane Harvey, which left the owners with no way of rescuing the animals.
Stacy Fox, Director of Donor Engagement for the SPCA, told Chron.com that the people from the area knew the owners of the property took in strays, so they'd been dumping their animals there, leaving the owners with a herd of cats and dogs before the historic storm.
"The owners did their best to care for the animals," Fox told Chron.com. "They actually ferried in food and water so the animals would be taken care of during the storm."
